CHAIRMAN
COLLEEN MCHUGH
Corpus Christi, Texas, was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry on October 11, 2005. In a Board meeting on March 3, 2010, her fellow Regents elected her Chairman of the Board. As Chairman, she serves on the Special Compensation Committee.
As Vice Chairman, Ms. McHugh chaired the Health Affairs Committee and served as a member of the Academic Affairs Committee. She has served as the Athletics Liaison; as a member of The Type 2 Diabetes Risk Assessment Program Advisory Committee; and on the Board of Director of The University of Texas Investment Management Company (UTIMCO). In addition, she chaired the Task Force on UTMB Clinical Operations.
Governor Perry named Ms. McHugh Chairman of the Texas Public Safety Commission in 2001. Originally appointed as the first woman to serve on the Public Safety Commission in 1998 by then-Governor George W. Bush, Governor Perry reappointed Ms. McHugh to the Commission in 2004 and continued her term as Chairman. The Department's diverse divisions include the Texas Highway Patrol and the Texas Rangers. Ms. McHugh resigned from the Commission in October 2005 to accept her appointment to the Board of Regents. Governor Perry also appointed Ms. McHugh to the Governor's Task Force on Homeland Security, which the Governor convened soon after the September 11, 2001, terrorist attacks.
The lawyers of Texas elected Ms. McHugh State Bar of Texas President for the Bar's 1996-1997 term. As President, Ms. McHugh led the successful legislative effort to increase legal services funding for disadvantaged Texans. She was the first woman to chair the State Bar of Texas Board of Directors.
A strategic adviser and goal-oriented lawyer, Ms. McHugh is recognized for her innovative and pragmatic approach to managing complex issues. Business leaders rely on her good judgment, communication skills, and problem-solving ability. She is employed as Vice President, Compliance, Risk Management and Privacy Officer for CHRISTUS Spohn Health System.
Ms. McHugh has affiliations with a number of distinguished organizations including The Center for American and International Law, Board of Trustees (1997-present), Executive Committee (2000-present); The American Law Institute, member (2001-present); and The Philosophical Society of Texas (2000-present). Ms. McHugh is a member of the American Bank, N.A. Board of Directors.
She is board certified in Labor and Employment Law by the Texas Board of Legal Specialization and is a member of the highly regarded American Law Institute, the organization responsible for publishing the Restatement of Law series. Ms. McHugh has also earned the distinction of election to the American College of Labor and Employment Lawyers.
Ms. McHugh has a distinguished record of public and professional service including membership on the Texas Public Safety Commission, Chairman (2001-2005), member (1998-2005); the Governor's Task Force on Homeland Security (2001-2003); the Corpus Christi Regional Economic Development Corporation, Board of Directors (2006-2008); the U.S.S. PAUL L. FOSTER
El Paso, Texas, was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry in November 2007. On
Vice Chairman Foster chairs the Finance and Planning Committee and serves as a member of the Academic Affairs Committee as well as the Audit, Compliance, and Management Review Committee. He also serves on the Special Compensation Committee. In addition, Vice Chairman Foster serves as Chairman of The University of Texas Investment Management Company (UTIMCO) Board of Directors. Mr. Foster also served on the Task Force on UTMB Clinical Operations.
Mr. Foster is President and Chief Executive Officer of Western Refining Company. He graduated with a degree in accounting from Baylor University and received certification by the Arizona State Board of Accountancy. He serves on many boards, including the El Paso Chapter of the American Red Cross, the Texas Economic Development Corporation, the Hankamer School of Business at Baylor Advisory Board, and the Executive Committee of the Paso del Norte organization. Mr. Foster also serves as chairman of the El Paso Regional Economic Development Corporation. He is a former member of the Texas Higher Education Coordinating Board.

JANIECE LONGORIA
Houston, Texas, was appointed to The University of Texas System Board of Regents by Governor Rick Perry on February 1, 2008 . She replaced Mr. Robert A. Estrada of Fort Worth with a term to expire on February 1, 2011. On March 3, 2010, her fellow Regents elected her Vice Chairman of the Board.
Vice Chairman Longoria chairs the Health Affairs Committee and serves as a member of the Academic Affairs Committee and the Audit, Compliance, and Management Review Committee. She also serves on the Special Compensation Committee. In addition, she is a member of The University of Texas Investment Management Company (UTIMCO) Board of Directors as well as the M. D. Anderson Services Corporation Board of Directors. She also serves as the Regental Representative on the Type 2 Diabetes Risk Assessment Program Advisory Committee and as a member of the Special Advisory Committee on the Brackenridge Tract. She previously served on the Task Force on UTMB Clinical Operations.
Ms. Longoria is a partner in the firm of Ogden, Gibson, Broocks, Longoria & Hall L.L.P., where she practices law in the area of commercial litigation, with a concentration of experience in securities litigation, and securities arbitration. She has significant experience in arbitrating cases before the National Association of Securities Dealers, Inc. (NASD), the Financial Industry Regulatory Authority (FINRA), the New York Stock Exchange (NYSE), and the American Arbitration Association (AAA), and in representing broker-dealers and associated persons in regulatory proceedings before the Securities Exchange Commission, the NYSE, FINRA, and the Texas Securities Board. She is a member of the American Bar Association’s Business Law Section and Litigation Section, the State Bar of Texas, and is a Fellow of the Houston Bar Association and Houston Bar Foundation. She is a member of the Legal and Compliance Division of the Securities Industry Association and has been a frequent contributor to the annual broker-dealer survey of litigation published by the SIA. Her commercial litigation experience also includes representation of clients in the energy industry. She has been named a Texas Super Lawyer for 2005, 2006, and 2007.
She also serves on the Board of Directors of CenterPoint Energy, Inc., the third largest publicly traded natural gas delivery company in the U.S. and the provider of electricity transmission and distribution service for the Houston metropolitan area and natural gas distribution service in Arkansas, Louisiana, Minnesota, Mississippi, Oklahoma, and Texas. As a member of the board of directors, she serves on CenterPoint Energy's audit and finance committees.
She also serves as one of seven Commissioners for the Port of Houston Authority, the world's 10th largest port. Appointed by the Mayor and City Council of Houston in 2002, and reappointed in 2004 and 2006, she is the chair of the International Business Development Task Force. She is the former chair of the Pension Committee. She also serves on the Small Business Development Task Force to help lead efforts to increase small business participation on Port projects. She is also a member of the Community Relations Task Force and helps lead efforts to strengthen relationships with political and community stakeholders and assure responsible environmental stewardship.
In January 2002, she was elected a member of the Board of Directors of Greater Houston Partnership, the Greater Houston region’s leading chamber of commerce. She has served on the board of the Greater Houston Partnership International Trade Division and on the Transportation Infrastructure Committee. She is also a member of the Executive Women’s Partnership, a division of the Greater Houston Partnership. She also serves on the Board of Directors of numerous charitable organizations.
She has been selected by Direct Women, an initiative of the American Bar Association, the ABA Section of Business Law and Catalyst, Inc., as a recipient of the 2008 Sandra Day O'Connor Board Excellence Award.
She is an honors graduate of The University of Texas at Austin, and received her J.D. from the U. T. Austin School of Law . She is also a Founder of the Center for Women in Law at The University of Texas School of Law.
GENERAL COUNSEL TO THE BOARD OF REGENTS
FRANCIE A. FREDERICK
(Austin) was appointed General Counsel to the U. T. System Board of Regents effective September 1, 2006, previously serving as Counsel and Secretary to the Board. She joined the U. T. System Office of General Counsel in 1979 as a University Attorney and later served as Senior Attorney. She was named Associate Executive Vice Chancellor for Academic Affairs in 1988 and Acting Vice Chancellor for Academic Affairs in 1997. She is an Adjunct Professor in the College of Education at U. T. Austin.
Ms. Frederick worked as an Assistant Criminal District Attorney in Beaumont, Texas representing the Commissioners' Court and handling civil trial work for Jefferson County. She also worked as an Assistant Attorney General of Texas, serving as head of the Charitable Trusts Section and handling a large litigation caseload.
Born in the sulfur-mining town of Newgulf, Texas, Ms. Frederick graduated from Nederland High School. After attending Lamar University on a chemistry scholarship, she attended the U. T. Medical Branch - Galveston, receiving a degree in Medical Technology with honors in 1967. She worked as a clinical laboratory technician until 1973 when she enrolled at the Bates College of Law at the University of Houston. She was awarded the J.D. degree magna cum laude in 1975.
Ms. Frederick often speaks to civic and professional organizations on legal issues and time management; is an active member of the National Association of College and University Attorneys; and has served in numerous volunteer civic roles including membership on the Zoning and Planning Commission and the Road Advisory Commission of the City of West Lake Hills. Ms. Frederick was an adjunct faculty member at Lamar University, teaching legal writing and research.
Ms. Frederick is married to environmental attorney David Frederick; they have one daughter.

R. STEVEN “STEVE” HICKS
Austin, Texas, was appointed to a term on The University of Texas System Board of Regents by Governor Rick Perry in February 2009. His term expires February 1, 2011.
Regent Hicks was confirmed by the State Senate on April 1, 2009, and he took the oath of office on April 2, 2009. Regent Hicks chairs the Audit, Compliance, and Management Review Committee. In addition, he serves on the Facilities Planning and Construction Committee as well as the Student, Faculty, and Staff Campus Life Committee. Regent Hicks also serves as the Athletics Liaison.
Regent Hicks owns and serves as Executive Chairman of Capstar Partners, LLC, a private investment firm. Capstar Partners is the controlling shareholder in DMX, Inc., a company engaged in the provision of business media services, including video, music and scent technologies; Andrew Harper, a high-end travel publishing and services firm; and Harden Healthcare, a company engaged in the skilled nursing, home health, and related fields. Capstar Partners is the largest investor in CPO Commerce, an e-commerce company that partners with consumer product manufacturers to sell non-standard inventory. Capstar also owns the Big EZ Ranch, a bed and breakfast lodge and real estate development in Montana.
Mr. Hicks, a veteran of the radio industry, founded and served as chief executive officer of Capstar Broadcasting Corporation. He led Capstar Broadcasting to a successful initial public offering on the New York Stock Exchange in 1998. In 1999, Capstar Broadcasting merged with Chancellor Media Corp and the combined company was renamed AMFM Inc. Mr. Hicks served as vice-chairman and chief executive officer of the new media division of AMFM until it was acquired by Clear Channel Communications in 2000. Prior to Capstar Broadcasting, Mr. Hicks cofounded and served as CEO of SFX Broadcasting, Inc. and led SFX Broadcasting to a successful initial public offering in 1993. Mr. Hicks bought his first radio station at age 29 and over the next 14 years acquired stations in Texas, Oklahoma, Louisiana, Tennessee, Mississippi, and South Carolina.
Mr. Hicks made radio history by inventing the local marketing agreement (LMA), the forerunner to radio duopoly, which dramatically changed how the broadcasting industry did business by allowing the consolidation of radio station operations. This innovation returned many radio stations to profitability, increasing the value of broadcast properties across the nation. Eventually, Hicks’ new system of management helped persuade Congress to change the ownership rules in the Telecommunications Act of 1996.
In 1997, Mr. Hicks received the award for Radio Executive of the Year and was ranked one of the 10 Most Powerful People in Radio by Radio Ink. In 1996, Mr. Hicks was honored as an Ernst & Young Entrepreneur of the Year and recognized as Broadcaster of the Year by the Texas Association of Broadcasters.
Mr. Hicks serves on numerous charitable and professional boards including Harden Healthcare, DMX, Andrew Harper, CPO Commerce, Healthtronics, Inc. (NASDAQ: HTRN), and Austin Recovery. He also supports the Young Presidents' Organization, the Austin Museum of Art, and SafePlace. He has participated on The University of Texas at Austin Intercollegiate Athletics Council for Men, and is a member of The University of Texas Silver Spurs Alumni Association. He graduated from The University of Texas at Austin with a Bachelor's degree in Government.
Mr. Hicks is a father of three children, two stepchildren, and eight grandchildren and lives in Austin with his wife, Donna Stockton-Hicks.

JAMES D. DANNENBAUM, P.E.
Houston, Texas, was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry in November 2007. Regent Dannenbaum is the Chairman of the Student, Faculty, and Staff Campus Life Committee and serves on the Facilities Planning and Construction Committee as well as the Health Affairs Committee. In addition, Regent Dannenbaum serves on the Board for Lease of University Lands. He is also the liaison to the Governor's Office on Technology Transfer and Commercialization Issues.
Mr. Dannenbaum, Chairman of Dannenbaum Engineering Corporation, is a member of the American Society of Civil Engineers, the Consulting Engineers Council of Texas, Inc., and the Texas Society of Professional Engineers. He is a member of the U. T. M. D. Anderson Cancer Center Board of Visitors, the U. T. Health Science Center - Houston Development Board, and the Chancellor's Council Executive Committee.
Mr. Dannenbaum is former chairman of the Texas Cancer Council. He was selected as Engineer of the Year in 2004 by the Texas Society of Professional Engineers. He received a Bachelor's degree in Civil Engineering from The University of Texas at Austin.
As an undergraduate, he served as President of Chi Epsilon Honorary Civil Engineering Fraternity and President of Phi Eta Sigma, an honorary freshman scholastic society. He also served as President of the Silver Spurs service organization and was a member of the Friar Society, the highest honorary organization at U. T. Austin.
Since graduation, Mr. Dannenbaum has served as a member of the Executive Committee of the Ex-Students Association, the Civil Engineering Visiting Committee, and the Commission of 125.
Mr. Dannenbaum has also been active in various U. T. organizations including the Chancellor’s Council, the President’s Associates, the M. D. Anderson Cancer Center Board of Visitors, The University of Texas Health Science Center at Houston Development Board, and the Medical School Advisory Committee.
His wide-ranging civic activities include serving on the board and executive committee of the Greater Houston Partnership; on the Gulf Coast Regional Mobility Partners Executive Committee; and on the Natural Resources Advisory Committee of the Houston-Galveston Area Council. Mr. Dannenbaum has also served as a member of the board of the Society for the Performing Arts, the Sam Houston Council Boy Scouts of America, and the March of Dimes.

PRINTICE L. GARY
Dallas, Texas, was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry in November 2007. Regent Gary chairs the Facilities Planning and Construction Committee and serves as a member of the Finance and Planning Committee as well as the Student, Faculty, and Staff Campus Life Committee. Regent Gary also serves on The University of Texas Investment Management Company (UTIMCO) Board of Directors as well as its Audit and Ethics Committee. In addition, he serves on the Special Advisory Committee on the Brackenridge Tract and as a Regental Representative on the Board for Lease of University Lands.
Mr. Gary founded Carleton Residential Properties in 1991 and serves as its Chief Executive Officer and Managing Partner. Previously, he was a division partner at Trammell Crow Residential. He is active in civic organizations, having served on the Boards of the Dallas Citizens Council, the North Texas Tollway Authority, Pro-line Corporation, CC Young (a multiple service retirement organization in Texas), and the Texas Tax Reform Commission.
He currently serves on the Board of the Southwestern Medical Foundation and the National Equity Fund in Chicago, Illinois. He received a Bachelor’s degree in Economics from Carleton College, where he served as a trustee from 2003 until earlier this year. He also holds a Master's of Business degree from Harvard University.

JAMES R. HUFFINES
Austin, Texas, was first appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry in February 2003. Governor Perry reappointed Mr. Huffines for a second consecutive term to expire on February 1, 2015.
The Board first elected him Chairman on June 2, 2004, and he served in that capacity until November 9, 2007, when he was elected as a Vice Chairman of the Board. As Vice Chairman, Mr. Huffines served as the Chairman of the Facilities Planning and Construction Committee and as a member of the Health Affairs Committee as well as the Student, Faculty, and Staff Campus Life Committee. On April 13, 2009, the Board elected him Chairman for a second term. He served as Chairman until March 3, 2010.
Regent Huffines serves on the Academic Affairs Committee, the Finance and Planning Committee, and the Student, Faculty, and Staff Campus Life Committee. He has also served on the Board of Directors of The University of Texas Investment Management Company (UTIMCO). He was also a member of the Task Force on UTMB Clinical Operations.
Mr. Huffines, a commercial banker, is Chairman, Central and South Texas, of PlainsCapital Bank in Austin. He also serves as Senior Executive Vice President of PlainsCapital Corporation, a position he has held since March 2001.
From November 1986 to June 1990, Mr. Huffines was Secretary of Appointments for Governor William P. Clements, Jr. Before joining the administration of Governor Clements, Mr. Huffines held executive positions at Dallas banks, including Dallas Bancshares, Inc.; Bank of Dallas; and Republic National Bank of Dallas.
Mr. Huffines was Co-Chairman of the Texas Inauguration Committee for the inauguration of Governor Perry in January 2003 and January 2007 and served as Chairman of the transition team for Governor Perry in 2000-2001. He also is a former Commissioner of the State of Texas Alcoholic Beverage Commission.
He currently participates in numerous community and business organizations, including serving as a member of the advisory board of Texas Lyceum; the Board of Trustees of the Bob Bullock Texas State History Museum Foundation; and the Executive Committee of the Chancellor's Council at the U. T. System.
Mr. Huffines also serves on the boards of privately held Energy Future Holdings (formerly TXU Corp), Hester Capital Management, PlainsCapital Bank, and PlainsCapital Corporation. He is a board member and partner in Andrew Harper Travel Publications, Inc., and will be a board member of Capstar Acquisition Corp., an entity in the Security Exchange Commission registration process.
His previous associations include service on boards or committees of Austin Caritas, Austin Rape Crisis Center, Austin Settlement Club for Girls, Child Care Partnership of Dallas, the March of Dimes, the Harry Ransom Humanities Research Center at U. T. Austin, Performing Arts Center at
U. T. Austin, School of Education at U. T. Austin, Meadows School of the Arts at Southern Methodist University, Dallas Council on World Affairs, Dallas United Nations, the Austin and Dallas Symphony Orchestras, Dallas Theatre Center, U.S.A. Film Festival, and Dallas Children's Arts and Ideas Foundation. He also served as Chairman on the Dallas Mayor's Committee on the Employment of the Disabled.
Regent Huffines earned a BBA degree in finance from U. T. Austin in 1973 and attended Southwestern Graduate School of Banking at Southern Methodist University. He is married to the former Patty Hayes Shepherd, a 1977 graduate of U. T. Austin.

Wm. Eugene "Gene" Powell
San Antonio, Texas, was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry in February 2009. Regent Powell was confirmed by the Senate on April 1, 2009, and took the oath of office on April 3, 2009.
Regent Powell serves on the Facilities Planning and Construction Committee, the Finance and Planning Committee, and the Health Affairs Committee. He also serves as the Regental Representative on the Texas Growth Fund Board of Trustees. In addition, Regent Powell is a member of the Special Advisory Committee on the Brackenridge Tract that was created in August 2009.
Raised in Weslaco, Texas, Regent Powell is a native of the Rio Grande Valley. He earned a Bachelor's degree in Finance at The University of Texas at Austin while on a full athletic scholarship playing football under Coach Darrell K Royal. He later earned a Master's degree in Finance from U. T. Austin before returning to the Valley.
In 1983, he moved to San Antonio, Texas, to become the President of The Quincy Lee Company, which, at the time, was the largest commercial real estate development company in San Antonio.
In 1987, Mr. Powell formed The Powell Companies real estate brokerage company and, with his partner, Laddie Denton, formed Bitterblue, Inc. Today Bitterblue, Inc. is one of San Antonio’s leading real estate developers having produced such notable projects as Lincoln Heights, The Quarry, Shavano Park, Inwood, Alamo Crossing, Longhorn Quarry, Lookout Canyon, Kinder Ranch, Bentley Manor, and Rogers Ranch.
In 2004, Mr. Powell cofounded the medical software company AirStrip Technologies with his son, Cameron Powell, and Trey Moore, and he has been the Chief Executive Officer since its inception. AirStrip’s technology is used by hospitals nationwide to transmit wave form data in real time from the hospital to physicians' cell phones anywhere in the world that offers a cell connection. AirStrip's initial product was designed to be used by the hospitals' labor and delivery units and physicians delivering babies, and the product line has been expanded to include the transmission of critical patient data in cardiology, the ICU, and operating rooms.
Mr. Powell is a member of the Real Estate Council, the Greater San Antonio Builders Association, and the San Antonio Hispanic Chamber and the Greater Chamber of Commerce of San Antonio. He has served on the Executive Committees of the Hispanic Chamber of Commerce and Los Compadres de la Missiones as well as the Executive Board of the Witte Museum in San Antonio. In addition, he has chaired numerous successful fundraising events for various nonprofit organizations in San Antonio.
Mr. Powell is married to the former Dana Dillard of Pearsall, Texas. They have two sons. Cameron Powell, a graduate of The University of Texas Medical Branch -Galveston, lives in San Antonio. Hunter Powell, a graduate of The University of Pennsylvania, is pursuing a doctorate at Cambridge University. Mr. and Mrs. Powell also have six grandsons and one granddaughter. It is also interesting to note that Mr. Powell's grandfather, Forrest Powell, graduated from the UTMB School of Pharmacy in 1914.

ROBERT L. STILLWELL
Houston, Texas, was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry on February 12, 2009. Regent Stillwell was confirmed by the State Senate on April 1, 2009, and he took the oath of office on April 3, 2009.
Regent Stillwell serves as Chairman of the Academic Affairs Committee and as a member of the the Audit, Compliance, and Management Review Committee and the Health Affairs Committee. He also is a member of the Special Compensation Committee.
Mr. Stillwell, a retired partner of Baker Botts L.L.P., joined with Mr. T. Boone Pickens as an original director of Mesa Petroleum in 1964. He continued his directorship for Mesa Petroleum and Pioneer until 2001, and is now a principal of TBP Investments Management, LLC and BP Capital, L.P.
Regent Stillwell received his Juris Doctor from The University of Texas at Austin School of Law and is a member of the State Bar of Texas and the Houston Bar Association. He also holds an undergraduate degree from U. T. Austin.
As a trustee of the T. Boone Pickens Foundation, Mr. Stillwell helped direct $700 million of educational, scientific, and health care gifts to nonprofit organizations including gifts to U. T. M. D. Anderson Cancer Center, U. T. Southwestern Medical Center – Dallas, and U. T. Dallas.
He has served on the Longhorn Foundation Advisory Council Executive Committee at U. T. Austin .
Student Regent with term to expire May 31, 2011
STUDENT
KYLE J. KALKWARF
San Antonio, Texas, was appointed to a one-year term as Student Regent on The University of Texas System Board of Regents by Governor Rick Perry for a term that began on June 1, 2010.
Mr. Kalkwarf, a fourth-year medical student at The University of Texas Health Science Center at San Antonio, is president of the School of Medicine's Class of 2011 and a member of the School’s accreditation self-study Task Force. He is also a student member of the American Medical Association, Texas Medical Association, and Bexar County Medical Society. He served for two years on the U. T. System Student Advisory Council and has participated in research in the Department of Neurosurgery.
Mr. Kalkwarf received a Bachelor of Science degree in Chemistry (Life Sciences) with a Civil Engineering tract from the United States Military Academy at West Point where he earned the Superintendent’s Award for Achievement and was an all-conference outfielder on the baseball team.
After college, Mr. Kalkwarf served for five years in the U.S. Army as an Armor Officer where he was promoted to the rank of captain. He spent 19 months deployed to the Middle East and his military awards include the Bronze Star Medal and the Meritorious Service Medal. He is currently an officer in the Texas Army National Guard.
